KHAMMAM DISTRICT LABOUR DEPARTMENT
- INTRODUCTION
The Labour Department is responsible for enforcing labour laws and safeguarding the rights of workers, particularly in the unorganised and vulnerable sectors. In Khammam District, the department undertakes regulatory, welfare, enforcement and grievance redressal functions.

- STATUTORY FUNCTIONS
The department implements major Central & State labour laws including:
- Minimum Wages Act, 1948
- Contract Labour (Regulation & Abolition) Act, 1970
- Building and Other Construction Workers (RE&CS) Act, 1996
- Telangana Shops and Establishments Act,1988
- Employees’ Compensation Act, 1923
- Inter-State Migrant Workmen Act, 1979
- Child and Adolescent Labour (Prohibition and Regulation) Act, 1986
- Bonded Labour System (Abolition) Act,1976
- Industrial Dispute Act, 1947.
- e-Shram Portal:
- Launched by Government of India to register unorganised workers and extend social security benefits.
- Workers like construction workers, street vendors, domestic workers, gig and platform workers are eligible.
- Registration criteria: Age 16–59, unorganised worker, not an income tax payer or ESI/EPF member, Aadhaar-linked mobile & bank account.
- Total workers enrolled in Khammam: 2,21,054.
- Building & Other Construction Workers (BOCW) Welfare Board:
The Telangana BOCW Welfare Board was established in 2009 under the BOCW (RE&CS) Act, 1996 to provide welfare benefits to construction workers. Funds are generated through a 1% cess levied on the construction cost of projects/buildings (i.e, work bills and private buildings).
Eligibility Conditions for Registration:
- Age: 18 to 59 years
- Occupation: The worker must be engaged in any of the 54 approved construction trades, such as mason, carpenter, electrician, plumber, painter, bar bender, etc.
- Work Criteria: At least 90 days of work in the preceding 12 months in construction-related activity
- Documents Required: Form XXVII (application form), Proof of age (Aadhaar, birth certificate, SSC etc.), Employment certificate from contractor/employer /engineer, Nomination form.
- Mode of Registration: Through MeeSeva centres
- Fees Structure : One-time registration: ₹50/-, Membership: ₹60/- (₹12/- per year for 5 years), Renewal is required after expiry of 5 years

The Deputy Commissioner of Labour is the competent authority for claim processing and approval of the claim. Benefit disbursal through Direct Benefit Transfer (DBT) from the Board.

- QUASI JUDICIAL WORK:
Quasi-judicial hearings are conducted twice weekly under the following laws:
- Telangana Shops & Establishments Act
- Minimum Wages Act
- Payment of Wages Act
- Payment of Gratuity Act
- Employees’ Compensation Act
- EASE OF DOING BUSINESS (EODB) INSPECTIONS:
Establishment inspections are scheduled and allocated online through a randomised system.
Inspection reports are uploaded promptly by inspectors within the defined timeline.
- SKILL DEVELOPMENT PROGRAMMES (BOCW SPONSORED):
- 15-day residential training for registered workers.
- 90-day skill training for unemployed youth (dependents of workers).
- 90-day stitching and tailoring training for girls/women dependents (as per G.O.Ms.No.63, dt. 06-09-2016).
- HEALTH SCREENING FOR CONSTRUCTION WORKERS:
- Preventive health camps conducted near sites or residences.
- Workers undergo 23 types of tests covering 132 health parameters (ECG, vision, hearing, lung capacity, etc.)
- Follow-up and doctor-on-call support provided for diagnosed workers.
- LABOUR WELFARE BOARD SCHEMES:
- Benefits are extended to workers in factories, shops, transport undertakings and societies.
- Funded by ₹7/- annual contribution per worker.
- Marriage gift, Maternity benefit, Natural death, Accidental death, Temporary disability, Permanent disability, Funeral expenses.
- Schemes processed by Assistant Commissioner of Labour.
