Women, Children, Disabled & Senior Citizens Welfare Department

Introduction:

Women Development and Child Welfare Department is implementing ASS activities in (7) ICDS Projects covering (1605) main and (232) Mini AWCs Total (1837) are functioning in the Khammam District. At present there are (30) Anganwadi Teachers, (120) Anganwadi Helpers and (8) Mini Anganwadi Teachers posts are vacant and notification is under process.

The services providing under ASS (ICDS) are given below.

SUPPLEMENTARY NUTRITION PROGRAMME:

At present under Supplementary Nutrition Programme Scheme, Weaning food namely “Balamrutham” and 16 eggs are being provided to (40116) 6 months to 3 years children at Anganwadi Centers. One full meal is being provided to (29782) 3-6 years children in all ICDS Projects of Khammam District. Due COVID 19, all commodities are distributing to beneficiaries to their homes as THR (Take Home Ration).

AROGYA LAKSHMI” (ONE FULL MEAL PROGRAMME):

Government of Telangana, the only state in India through Dept. for Women, Children, Disabled & Senior Citizens has introduced prestigious flagship programme “Arogya Laxmi” One Full Meal programme for all pregnant and lactating mothers with 200 ml milk and one egg for  (30) days in all Anganwadi centers from 1st January 2015 onwards. At present under this programme, (19817) Pregnant and Lactating women are benefiting through Anganwadi centers in Khammam District. Due COVID 19, all commodities are distributing to beneficiaries to their homes as THR (Take Home Ration)

PRE-SCHOOL EDUCATION:

Under Pre-School programme activities are conducting to (29782) 3-6yrs children in (1837) Anganwadi Centers of Khammam District. Due to COVID 19 AWCs are physically not functioning. So Commissionarate, WCD&SC has been telecasting online preschool activities through TSAT Nipuna every day 11 am to 12 noon. All AWTS , mothers and children are watching this programme.  Total (26039) children watched the TSAT in the month of July-2021.  All ICDS functionaries are coordinating and monitoring the programme by taking viewership data every month.

IMMUNIZATION:

Under Immunization programme Health Checkups referral services and Nutrition and Health Education sessions are conducting in all the Anganwadi Centers. RBSK teams are visiting AWCs and conducting health checkup to the children enrolled in AWCs.  Immunization is practicing as a regular activity in Anganwadi Centers by conducting 2nd NHD with coordination of Health Department.

NUTRITION AND HEALTH EDUCATION:

By conducting VHSND (Village Health Sanitation and Nutrition Day) in 1st day of every month, creating awareness among beneficiaries ie., parents, pregnant and lactating mothers on child care, infant feeding practices, utilization of health services in all Anganwadi Centers in the District. All AWTs are also doing regular house visits to beneficiaries and doing counseling with the support of INTINTIKI ANGANWADI BOOK.

POSHAN ABHIYAN SCHEME:

District Convergence Action Plan committee is formed in the District level to monitor the Scheme under the Chairmenship of Dist. Collector.  Poshan Abhiyaan through the targets will strive to reduce the level of stunting, under-nutrition, anemia and low birth weight babies  In every month 2 community based events are conducting in each Anganwadi Center by involving PRIs and public.  For proper monitoring of growth in children below 6 years all Anganwadi Centers are distributed Growth Monitoring Devises. At present total (77894) children were weighed. Out of (77894), (73463) children are normal, (3004) children are moderately underweight and (1427) children are in severely under weight. Supervisory feeding is providing to these in severely underweight children. Nutria gardens were maintaining in all AWCs.

SPECIALIZED ADOPTION AGENCY:

A sishugruha is maintained for foster care of abandoned and relinquished children of below 6 years age and are given to eligible parents for adoption. At present (11) children are present.

CHILDREN HOMES:

In Khammam District (1) Children Home is running at Khammam with a sanctioned strength of (100) Children. And at present (38) children are staying in this children home.

CIVIL WORKS:

In Khammam District Total AWCs(1837), Own Buildings(903), Rent Buildings (513), Rent Free Buildings(421). Under PMAGY scheme new AW buildings (6) , Providing drinking water and construction toilets in (8) AWCs works sanctioned and Rs 55,20,000/- budget also allotted to Panchayathi Raj department.

WORKING WOMEN’S HOSTEL:

(1) Working Women’s Hostel is running in Khammam town with a sanctioned strength of (26) inmates for the working Women. At present (20) inmates are staying.

ONE STOP CRISIS CENTER (OSCC) :

The Government has sanctioned Sakhi Center for women victims in the District Headquarter hospital, Khammam.  The Government started the Sakhi Center to provide support and assistance to women in distress and those effected by violence, both in private and public places.  The Sakhi center will have human resources and referral services for meeting the needs of the survivors of violence.  Present (1018) cases booked under different acts in Sakhi center and phone number is 08742-234234.

BALA RAKSHA BHAVAN:

  1. Co-Ordination with Child Welfare Committee (CWC), Juvenile Justice Board (JJB), Special Juvenile Police Unit (SJPU), Government Railway Police (GRP), Non Government Organization’s
  2. Formation, Trainings & Meetings to Village level Child Protection Committees (VCPC), Mandal level Child Protection Committees (MCPC).
  3. In khammam district (16) child care institutions (CCI) were running by different NGOs. Due to COVID -19, (232) children were handover to their guardians. At present (89) children are in (6) different CCIs.
  4. Total (172) victim compensations were given under POCSO Act.
  5. Under Operation Smile – 7 total (134) and under Operation Muskan-7 total (113) child labour were rescued and rehabilitated.

MAHILA SHAKTI KENDRA SCHEME :

Under the Umbrella Scheme of Pradhana Mantri Mahila Shashaktikaram Yojana (PMMSY),  Mahila Shakti Kendra scheme is implementing with main objective of Women empowerment and solidarity. It is meant to provide “one stop convergent support services for empowering rural Women with opportunities for skill development, employment, digital literacy, health and nutrition” and also creating awareness on central and state schemes and to provide support to access the schemes. A per guidelines Block level committees were formed in 8 blocks and 100 student volunteers to be identified and also monitoring the implementation of Swaraksha day, Compulsory Marriage Registration Act and Sexual harassment against women at work places Act, and functioning of (3) Swadhar homes and (1) Ujjawala home running with Government grant by the NGOs in the District.

SUKANYA SAMRIDDI YOJANA:

Total (1006) SSY accounts were opened with Postal department coordination in Khammam district

DISABLED WELFARE: KHAMMAM:

There 31255 PWDs in the district in all categories

Pre-Metric Scholarships:

All the categories of Disabled students from 1st to 5th Class whose parental income is below 1,00,000/- per annum are eligible for sanction of Scholarships @ Rs.700/- and 6th to 8th 1000/- and 9th to 10th Rs.1820/- p.a.   

Post-Metric Scholarships :

All the categories of Disabled students for Intermediate Rs.1820/- and for Degree Students Rs.2400/- and PG students for Rs.4290/- whose parental income is below 1,00,000/- per annum are eligible for sanction of Scholarships only for OC Disabled Candidates.

Reimbursement of Tuition Fee:

Disabled Students Studying in Colleges whose parental income below Rs.1,00,000/- per annum are Reimbursed their tuition fees as per Govt. rules for only OC Disabled Candidates.

Economic Rehabilitation Scheme:

The Disabled Persons will be sanctioned 80%, 70% and 60% out lay of the Bank Consent as subsidy for the establishment of petty trade businesses whose parental income is below 1,00,000/- per annum  are eligible.

Marriage Incentive Awards:

Disabled Persons who marry with normal persons have been sanctioned 1,00,000/- to each couple.

Government Crippled Boys Hostel:

One Government Crippled Boys Hostel, has functioning at Khammam town with a sanctioned strength of (100) inmates. At present (5) inmates are present.

Aids & Appliances:

The Joint Managing Director, Telangana Vikalangula Co-operative Corporation, Hyderabad will be supplied the Aids­ & Appliances i.e., Motorized Petrol Vehicle, Smart Phone, Hearing Aids, Calipers, Crutches, Wheel Chairs & Tricycles etc., will be given to the Disabled Persons on free of cost. At present (6) Retro fitted motorized vehicles (4) Tricycles, (3) battery wheel chairs and (20) hearing aids were sanctioned

Old Age Homes:

(13) Old Age Homes were running in this district with (292) inmates. In that (249) were vaccinated.
